Legal Question in Employment Law in Texas

if a notice is mailed out to someone. and they are saying they never received it. does this show they did receive it ?

It becomes a question of fact.

There is a presumption in the law that if a letter is dropped into the mailbox with sufficient postage on it and is addressed properly and doesn't come back, it was in fact delivered to the address that was on it.
