Legal Question in Employment Law in Texas

I was given the option in a new structure to take a level 2 job at the current office (Houston) or in another state, I took the offer in another state with lower price of living. Once I took this job they gave the other job in Houston to someone else and made it a level 3, even though I met the criteria to do either level as I had already been doing the level 3 job for 3 years. I feel that this was not fair, and now they want me to cross train the new employee. There was a new boss hired that did the restructuring, and my old boss took a new position within the company. My old boss said that it was not fair in the way the situation played out, as I should have been considered for the Level 3 position also. Should I have been given the chance to bid on a level 3 job also? If so have any of my rights been obstructed? Thanks
