Outsourcing and severance

My company is planning to outsource the entire IT department and has an pre-existing, published severance package. However, they now claim that they are not liable for severance to an employee who declines an offer of employment from the outsourcer.

Why would the fact that they have found me another job release them from the obligation to pay severance when they fire me from this one? There is no such provision in the severance package. And why should I be obligated to accept this contract position as a replacement for permanent employment?
