overtime compensation

I work for a company which requires us to work overtime at least once a week. They insist we take comp time at either lunch or coming in a little later. In the 1980s when I was in management, we had to offer if the employee would prefer overtime pay or comp time and if they chose comp time, it had to be given at time and half like overtime. Also it was to be taken within the payperiod and not the work week and there were minimum guidelines on when it could be taken.

This company tells us we have to take it either at lunch or coming in later. We are not allowed to leave early and it is not given at time and half. Is this legal?
