Can an ex employer not respond to a fax employment verification from a future employer?

An ex-employer may or may not respond to a request for employment verification. You should discuss this non-responding with you future employer and see if there is an alternative that would be acceptable. If your ex-employer responds and discloses something incorrectly, it could potentially create a liability for your ex-employer.
