I was recently let go after 4 year loyal years without one write up due to a result of "restructuring management". I was offered a salary continuation (to include accrued PTO however the agreement doesn't state so) of a month's pay, payable in two monthly pay periods. They are asking me to sign a Separation Agreement, Indemnity Agreement and Release of All Claims. Can they do this?

Sure they can do it. Layoffs happen all the time, even to the best employees. They could dismiss you with no additional pay and no additional agreements.
You should insist that the PTO is included in the agreement. Before signing anything you should speak with a local employment lawyer about what you are agreeing to and what claims you may have that you would waive by signing the release. Those sound like very broad waivers that could affect not only potential claims you may have but also your future employment options.
