Legal Question in Employment Law in Texas

I'm an RN in Texas. My employer is a large chain hospital in Austin. When my unit's census is low, the hospital will put us on a "delayed start" status, which means that you don't come in for the first 4 hours of your shift. Then, if they don't need you for the 2nd 4 hour portion of the shift, they "delay start" you again for the next 4 hrs. And so on for the entire 12 hour shift. Basically, they are making you on call but not paying you on call pay. Is it legal for them to do this?
