Verbal Agreement for Coaching Summer Team--no payment received

Hi, my husband entered a verbal agreement with a summer baseball club to coach one of their teams. He and the assistant coach were supposed to be paid 1/2 after a month and the remaining at the end of the summer. The games are almost over and the head of the league has put off paying about 9 coaches on 5 teams (1 quit early on b/c he hadn't been paid). No one has received a dime yet. There were no signed contracts and the league is run by one guy--it appears their are no checks & balances.

He also apparently wrote hot checks to some of the tournaments and didn't pay the league fees for certain games, so the players were left w/ fewer games. (Although my husband held his end of the deal & led practices in place of missed games).

I'm afraid if we don't take legal action soon, we'll never see the thousands owed to us and the other coaches. I personally think he's used it to get himself out of some debt or to feed a gambling addiction.

Without a contract, what are our options? Where should we file the complaint/suit? How much would it cost us to pursue legal action?
