Legal Question in Employment Law in Texas

I work for a nuclear power plant. The nuclear industry has a standing agreement that they will not hire an operator away from another power plant without contacting that power plant for permission. This has resulted in people being offered jobs at a power plant just to have the offer withdrawn when the company we work for says they don't want to let the employee go. Also the company is refusing to let operators post for jobs within the company that would result in a promotion or increase in pay and are not providing any reason except needs of the company.

haven't you all unionized?? if not, it is time..good luck as there are no legal remedies I know of if no contracts
