Access to Apartment
Can an apartment manager restrict access to your apartment without specifically stating so in the lease? By that I mean, if the apartment is gated, and access is allowed via a numerical pass code, can the apartment change that access and make all tenants PURCHASE a pass card changing the access? No pass card, no entry. Pass cards cost money.

Based on what you have stated, if you have an effective, current lease with the apartment; the apartment should not be restricting the tenants access. Unless the tenant(s) is not keeping up with their part of the lease terms.
