Admin Fee
I am contemplating tranferring into a larger apartment in the same complex. I was told that I needed to pay a deposit, transfer fee and an administrative fee. I've lived there for the past 21 months. The only new paper work that may be submitted is a check stub to verify my current income all other information is the same. The lady in the leasing office gave me a vague statement saying the owners charge this with every new lease. Is this fee legal when I paid it upon moving there almost 2 yrs ago?

Yes, the fee is legal. A landlord may charge whatever fees and set whatever rent that the landlord chooses.
Your best option is to try to negotiate not having to pay the fee. You can point out to the leasing office lady that if you have to pay all the fees again there is no reason you shouldn't move to a competing apartment complex.
