apartment flooding
My sister has an apartment that was flooded this morning from a hot water heater exploding. The water covers the floor of the apartment and ruined some of her furniture. She does not have renter's insurance. Can the apartment complex be held responsible for some of the damage? What is the complex responsible for?

The answer to this depends on your sister's lease with the apartment complex. If the lease does not cover the issue, and your sister did nothing to make the water heater explode, I think this would be the complex's problem, including the damage from the failed water heater.
