Legal Question in Landlord & Tenant Law in Texas

Damage to Personal Property while Renting an Apartment

While renting an apartment, a water line broke in a utility closet next to my apartment. My apartment was flooding at a rapid pace, the complex's maintenence man could not fix it and the apartment kept filling with water. I called 911 and they sent out the fire dept. to stop the flooding. They told me that problem had occurred more than once. A lady from the management company asked if I had renter's insurance, and I replied ''no''. Who is responsible for all the damage to my personal belongings, such as my computer, my bed, all my furniture, clothes, etc?
