They never fix anything

I was curious what my rights were as a tenant in a VERY poorly run apartment complex. They will not fix anything I ask them to not even the AC and my ceiling leaking! When they do I have to call three to four times a day and they send someone out but they don't do anything. My AC will not shut off and hasn't for a week now, what are my legal grounds? Where should I even start?

Call City Code Enforcement. Also, make written requests for repairs. Under the property code, before you can sue for failure to make repairs, you must have made a written request and wait 7 days for repairs to be made.
