Can a landlord keep a deposit on a rent house that i have never lived in. She said that if i was not moving in today she was not going to give me my money back.

Did you sign a contract? If so, you are bound by the contract, which involves a great deal of rent due.

If not, then it depends upon what the deposit was for. Was it a security deposit for damages? No damages have occurred since you didn't live there. The landlord (and you) have specific and particular obligations regarding the return of the security deposit. If not followed, damages and attorney fees can be awarded.
