Landlord licenses?

Do landlords have to have any kind of licenses? Or is there an agency to check on landlords to see that they are following the law and not cheating people? Who do you report a dishonest landlord? Do landlords have to follow guidelines, or is it just the ''honor system''? ''landlord/honor system'' that's an oxymoron! Can you tell that I have recently been ''burned'' by a dishonest landlord?

The legal duties, responsibilities and recourse of landlords/tenants are contained in the Texas Property Code. Persons, natural or otherwise, entering into landlord/tenant relationships are bound by this code.
