my landlord keeps making loud repairs to my rent house while i'm working from home. i have asked that he not do so and he still does. Does he have the right to work outside of my house while i;m working with out my permission?

Tonight, fall down on your knees and thank God that your landlord DOES make repairs. Some landlords don't, and have to be sued.

If the noise he's making interferes with a phone call, you could put the caller on hold, walk outside, and tell him "I have to take a phone call right now, and your pneumatic jackhammer is preventing me from doing so. Can you give me a few minutes?" If he refuses, unplug his equipment and call the police.
