If you are late with one months rent and you pay that, does the landlord have the right to use your monthly payments there after to use towards late fees? Can you be evicted for owing late fees, even if you made a verbel agreement with the landlord to pay?

What does your lease say? You are bound by those terms. A written agreement is not modified by a verbal agreement.
