My property management company is leaving our complex, the lease is not a Texas Apartment Asso. lease. Can they transfer my lease to a new company without me resigning the lease. thank you

Yes. Your lease is not with the management company; your lease is with the owner. The management company merely acts as agent for the owner. Management companies change all the time.
