Legal right to enter my rental home as landlord

For about a month in Waco, Texas, the house I own next door as Landlord which has been leased out for quite a while to a young man appears he no longer lives there. His car is never there, and the electricity is off, and he has left thre hysterical loud dogs that have led to neighbors calling animal control and the police.

Question, do I as an owner, especially as I cannot sleep at night for his hysterical dogs left in some bad state, have the right to use my key and go inside to see what in the heck is going on.

I know his car is never there, and in honesty, I believe he has left the vicious dogs to ensure no one enters because I have seen drug paraphanelia from the house.

The clincher: although there is no sight of him living there in any way, and doesn't show his face, my manager of all my rent homes says he has been faithfully paying rent, so she hasn't convicted this mess as it has reached a terrible peak since this past Thanksgiving.

Again, do I as the Landlord, have the right to use my key to enter his house, even if an exuse to go in and fix an electrical outlet?

The local police in Waco, Tx said I did not. I have seen some blood stains scattered about some of the property, along with a pipe bomb for drugs

So what happened when the police showed up? And you showed them the blood and the bong?

Is the mail being picked up?

Write him a letter, tell him the dogs are causing a problem in the neighborhood. Increase the pet deposit.

Refer to your lease. What are your early termination provisions?

Are the dogs being fed and watered? In animal cruelty services interested?
