Can a management company place a lien on property for non-payment of assessment fees?

Under Texas laws and assuming that you are speaking of a HOA assessment fee; the management company may place a lien on property for non-payment of assessment fees. When property is purchased, the property may or may not have restrictions and other encumbrances that are attached to the land.
