Legal Question in Landlord & Tenant Law in Texas
After living in a rental property for six years, we are moving out and I am afraid that my landlord will charge us for new carpet (the stuff in the house is cheap cheap and faded) and new paint (it's peeling, but that's not our fault). Is this normal wear and tear?

I suggest that you buy a GOOD camera, open up all the windows (to let in the sunilght), and take LOTS of photographs of the house before and immediately after you move out.
Yes, wear on the carpet is probably "ordinary wear."
Be sure to give the landlord your new address so that he can send you the refund for your rent deposit.
