can landlord lock tennat out without taking them to court, even if tennant is on government housing and behind on rent?

No, call the police. If that doesn't work, file a writ of re-entry in the justice of the peace court - they should have the forms. You have a claim against them under the property code. Hire an attorney who handles these type claims.
