Negligent Apartment Landlords
What type of legal action can be taken against negligent apartment landlords? My current apartment complex has been neligent about responding to my pest problems and now I have them in my home.

Read your lease. What does it say about maintaining the common areas (sidewalks, grassy areas, pool etc) for pests/insects? Then what does it say about maintenance of pest control inside the apartment? For most issues, the terms of the lease will govern everyone's obligations. It is not unusual for interior pest control to be the responsibility of the tenant. It is also not unusual for complexes to spray regularly.
