Legal Question in Landlord & Tenant Law in Texas

Next to my home there is property that is not in use and has 15,000$ in taxes not paid. The land has over growing plants and is becoming a breeding ground for vermin. Do I have any legal capacity to some how own the property since it is not being used and the property has delinquent taxes.
