Legal Question in Landlord & Tenant Law in Texas
rent/renter
We have a renter who has not paid for the month of October and part of September. We have told him and written a certified letter that he needs to be out by the 15th of October or pay. Can we legally change the locks on the house? He owns no furniture in the house. He only has food and clothing in the house.

No you cannot change the locks.
The Attorney General has a decent primer on landlord/tenant law that will get you started. Evictions are handled through the local JP office -- most JP offices have information and forms that are helpful.
