Legal Question in Landlord & Tenant Law in Texas

I reside in an apartment on the second floor, and there is a resident who lives on the third floor. She maks alot of noise on purpose to disturb me and on the weekends get hr two grandsons. She allow them to run, jump and horseplay on purose to disturb me, I have file two compiants on her, the second compliant was this Monday, September 28, 2009. She had arrived to her apartment, saw the notice and completely freaked out ! She began stomping the floors, throwing thingsand also went out on te patio and tossed the table and two chairs to the ground. This is a sick, and mental person. The manager was trying to take sies with her because they are of th same race. My least is up in six months andI shouldt be the one to move. All of the noise is coming frm the upper level. I need to talk wth the Assoication of apartments for resident rights, or sould I get the Police department involved ? I am just tired of all the noise disturbance.

Call the police. Especially when she has her grandkids over or is throwing things. Tell them about the noise, and about the throwing things.
