A 17 yr. old person is a minor and cannot contract. The moment they turn 18 they are an adult and can contract.
I hope this helps. If not, you will need to contact an attorney in your county and discuss the matter.
Of course, the person can sue the 17 yr. old and the child will have to hire an attorney to defend himself/herself in court. That gets expensive.
