Legal Question in Landlord & Tenant Law in Texas

I am a single mother with two teenagers, my son whom is seventeen has his friends over from time to time. Friends of these friends come over to my apartment often looking for these friends. I do not allow them in my home but the landlord holds me responsable for there actions on apartment property. I have asked the local police and they stated that I can only file a No Trespass Charge if they are in my apartment, that it is up to the representative of the apartments to file otherwise. The landlord/manager says that the local police told her the opposite. Who is responsable for filing a No Trespass charge on these individuals me or the apartment manager?
