Can i refuse rent untill my major repairs on my rental house are fixed?

NO NO NO. That is absolutely the worst thing you can do. If you withhold rent, you will be evicted. Period. IF there are major repair issues, call City Code Enforcement. Also, send a written letter setting forth all the things that need to be repaired and request they be repaired. Send the letter certified mail, return receipt requested. Seven days is considered to be a reasonable time to make repairs. If they don't, then you have 3 choices of remedies, one of which is to terminate the lease.
