Can a County Court at Law judge in Texas wipe out felony back child support with evidence from the Attorney General's Office that it is owed?

Was this case in a CRIMINAL court or a CIVIL court? If it's in a CIVIL court, then the "felony" designation doesn't mean anything.
A civil court judge is required to base his ruling on the evidence. If he doesn't, you should file an appeal. Judges do illegal/boneheaded things all the time, which is why the appeals courts stay so busy.
