Legal Question in Legal Ethics in Texas

My husband has a court order stating that his sons mother is to pay child support. She is now over $12,000 behind and the district attorney has had a warrant on his desk for almost 2 years now and will not do anything with it. Now if she was a man she would already be in jail. Can we sue for sexual discrimination?
