i need to get power of atty over my mother affair, do i need to get a lawyer first?

If your mother is competent, then she can hire a lawyer to prepare a power of attorney. If you are the power holder, you should consult with an attorney, at very least to discuss fiduciary responsibilities.
These are generally inexpensive (even if you use a law office to prepare one.) If your mother isn't competent, then you will need to perform a guardianship, which definitely requires counsel.
