In TEXAS, what law or rule says that police officers have to tell the truth, or not, when asked a direct question?

I am an Austin DWI / DUI Criminal Defense Lawyer and I can tell you that police lie in the course of interrogating defendants and investigating offenses. The law allows the police to lie.

You should not get to the point where you are talking to the police and relying on their answers. If you are being asked questions by the police for a potential criminal matter you should NOT talk to the police. You have a right to remain silent, you have a right to have an attorney present during any questions. Simply tell the officer "I want to have an attorney present while you speak with me." You will NEVER talk your way out of criminal charges, you will only make things worse.

You should consult with a local criminal defense lawyer, do not rely on this answer as legal advice as I do not know all of the facts of your situation.

Good Luck!
