You do not have a legal right to fail to report. If you have some personal hardship that might adversely impact your unit's mission or your family, you can bring that to your commander's attention after reporting.

The GI Rights Hotline 800_394_9544 is answered by a coalition of nonprofit, non-governmental organizations who provide information to members of the military about discharges, grievance and complaint procedures, and other civil rights.
They will provide answers to you but please see more detail at objector(dot)org before you call them.
