About 18 months ago I felt and broke my elbow on Parkin lot that bellong to company where I rented a small retail space. Can I file a lawsuit against this company to reimburse my medical expense

It depends on what caused you to fall. If the parking lot had some sort of defect that was "unreasonably dangerous" then you might have a claim. There isn't enough information in your post about what caused you to fall.
