Auto Collision Policy(Deductible)

Isn't the party responsible for the $500.00 deductible when they caused the accident and when the injured party can't afford the compesation

Based on what you have written; generally, the deductible is the responsibility of the party of the who caused the damages. Yes. If you submit your claim under your auto policy, then it will try and recover your deductible for you. Your insurer, however, might not be able to do so and should then notify you that you are free to seek your deductible from the responsible party.
