There is no clear cut answer to this. It depends on what the property owner knew or should have known about the criminal activity before this crime was committed. It's a question of forseeability. Further, other issues may factor into this (e.g. whether there was contract between the car owner/parking lot whereby liability for certain matters were released under the contract).

As a practical matter, unless the damage is costly and you also do not have car insurance, you will have trouble finding anyone interested in representing you on a contingent fee basis against the lot. The lot, if anything, will only be partially responsible since the thief will be found most at fault. So, you can only hope to recover a fraction of your damages from the lot.
