Legal Question in Personal Injury in Texas

Car accident offer

I was involved in a car accident in which I was rear-ended twice by the same car and the other drivers insurance company is offering me a $250.00 to settle. Is that a fair settlement since I didn't go to the doctor and only experienced soreness for a few days? Also I'd like to know who is responsible for my damages since it was a 3 car accident in which the 3rd car hit the 2nd car,causing it to hit my car?
