If I was in a car accident in another vehicle and not my own. Im I able to file personal injury protection on my insurance?

Yes. However, it is secondary to other PIP that may be on the vehicle you were driving. That is, you must first verify whether there was PIP on the vehicle you were driving, If so, that PIP is primary and your PIP is secondary.
You need to be careful about how PIP works in relation to the remainder of your claim, especially if you might have an uninsured/under-insured motorist claim, health insurance, Medicare, Medicaid, etc.
