Legal Question in Personal Injury in Texas

Should the city or anyone be held responsible for an accident on a curve, in which I hit a steel fence that caused a thousand dollars or so of damages. Here is the situation, it was my friends car and her insurance doesn't cover it. So I have to pay for it but I feel i shouldn't be held fully responsible because on the street their were no street lights, no speed limit sign, although I was driving roughly at 30mph, their was no signs indicating a sharp left turn, the median seperating one lane from the other disappeard before you get to the curve and didnt even curve a little before it ended and then it turns from pavement into gravel and their was litterally no way to stop because of it. Then a police officer gave me a ticket for unsave speed because although there was no speed limit sign I shouldve been going well under 30mph while nearing the curve. I can somehow scrape up the money for it if I have to but I am just wondering if this can somehow be paid by the state or by the city for any or all the reasons I listed.
