city liability for traffic light setting?
can a city be held liable for contributing to collisions if they configure traffic lights to maximize ticket revenue?

Possibly; but the configuration would probably have to be unsafe, e.g., a green light that turns to red without a yellow light. The administrative decisions made by cities are usually protected by immunity.
