What happens when you were hit by someone and their insurance and your insurance are not enough to pay for future surgery? Thank you.

Your own health insurance, if any.
Sometimes drivers of vehicles have more than one insurance policy. Check to see whether there's another policy.
You should look at the driver who hit you to see whether or not that person has the ability to pay for your damages out of his assets.
If the person who hit you committed a crime (drunk driver e.g.), then you might be able to get the Texas Crime Victims Compensation Program to pay some bills.
