Legal Question in Personal Injury in Texas

I was informed by an attorney in Hawaii that has viewed my case that there is a limit to the amount of money allowed in the wrongful death suite of my 14mos old grandson while in the state's custody.. I am told that there was a "new" law passed recently that allows the max amt of $200,000 when suing CPS/DHS in the state of Hawaii...can you please tell me if there is such a "new" law passed?
