My medical bills are now over $30,000, and while I’ve filed a claim with the other driver’s insurance for $150,000, they’ve been unresponsive and slow to offer any settlement. I’ve heard that pre-settlement funding could help provide some financial relief while I wait, but my main concern is the delay in getting the insurance company to settle. What legal options do I have to move my claim forward more quickly, and can I take any action to push the insurance company to make a fair offer sooner?

It sounds like you don't have a lawyer and thus no way to put pressure on the other side. I'm not sure pre-settlement funding will help you without a lawyer representing you in any case. Your best option would be to hire a lawyer to push the insurance company, probably by filing a lawsuit.
