Liability in debris on the road

My oldest son was involved in an auto accident. A company truck lost a bag of cement on a state highway in a construction zone. The company that owned the truck was not involved in the construction. A lady drove over the bag of cement causing a cloud of dust and stopped on the road. My son rear-ended her. The traffic was being routed by members of the construction crew which was about 50 ft. away.

How should be liable for the accident?

It sounds like the Company that droped the bag will be liable. It also sounds

like the lady that stoped may be at fault if she failed to siganl,

put on her flashers etc. Finally, the road crew may also be liable if they didnt

properly sign post the cement bag or direct traffic properly.

How bad were his injuries?

I would be pleased to look at the case as I handle matters like this

all over Texas.
