Legal Question in Personal Injury in Texas

Lived in UT was buying a house with a man everything was in his name except a smal pown I got in my name I gave him the money. We got in house I Lived there year and half . I was abused. Valley meantil health said he tormented me to the point I was tromitized...
Thay told me to report him. Wen I did he flames his po told him to evect me or go to prison. Wich he did. I didn't make it to Cort because car wouldn't start.in UT its suposto be a felony to abuse a disabled person. Wich I am. Thay et him get away with abuseing me and destroying my life .. My question is do I have a low suit aginced the police wen thay did nothing about police report or report to po for doing nothing?
