After an accident a police officer will usually make an independent assessment of whether the people involved are injured. The classifications used are incapacitating injuries, non-incapacitating injuries, possible injuries, and no injuries. If EMTs are called to the scene they will make their own determinations as well. Both assessments will likely come up in any litigation.
