Does the plaintiff's attorney need to obtain a HIPAA authorization to release medical records PHI from the patient before 3rd party billing office releases medical records?

An attorney usually has to send a HIPAA form to medical providers in order to get his client's records. If the attorney refers the client to a medical provider's office and sends a letter of protection, then the provider sometime might just send the documents to the attorney without requiring a HIPAA form.
