Legal Question in Personal Injury in Texas

Recently my parents mailed me my framed college diploma from Delaware to Texas via UPS. The UPS driver delivered the package to the apartment complex across the street from me, which is apparently somewhat common. The office manager there signed for it. I went there to check for the package, which was not there, to which the woman who signed for it basically told me "I don't know what to tell you." If it matters, she claims she signs for packages in bulk.

She claims there are measures in place to verify who is picking packages up, however these obviously failed. Since there is documented proof that she signed for my parcel, what legal recourse do I have to ensure that I am reimbursed for the framed diploma? Is this UPS's responsibility or the woman who signed?

UPS is responsible.

You need to get in touch with them and have them start tracking the package. If they can't find it, then they should offer to compensate you for your loss.
